Director - Public Affairs & Governmental Relations

Shane Carter leads strategic communications and governmental affairs at Clinton National Airport. Carter, who serves as the airport’s spokesperson, has more than 25 years of experience as a professional communicator. His responsibilities include public, media and governmental relations, public affairs, marketing and research. He holds Accreditation in Public Relations (APR) from the Public Relations Society of America (PRSA).

Before joining Clinton National, Carter served as vice president for a healthcare system, overseeing public relations, marketing, governmental affairs, philanthropy and retirement community development and operations. He previously worked as a news producer, reporter, anchor and certified meteorologist at television stations in Arkansas and Oklahoma.

Carter earned a Master of Healthcare Administration from Seton Hall University, a Bachelor of Science in Broadcast Journalism and Political Science from Arkansas State University and a meteorology certification from Mississippi State University. He also holds Seals of Approval from the American Meteorological Society (AMS) and the National Weather Association (NWA).

He is a certified member of the American Association of Airport Executives, Airports Council International North America, PRSA and Little Rock Rotary Club 99. Carter serves on the Little Rock Zoo Board of Governors, is an Honorary Commander at Little Rock Air Force Base and sits on the University of Arkansas at Little Rock College of Business Advisory Board.

He is also a board member and treasurer of the Arkansas Aerospace and Defense Alliance and a past board member of the University of Arkansas for Medical Sciences Consortium and Airports Council International’s Marketing and Communications Steering Committee. He is a graduate of Leadership Greater Little Rock, Class XXIX.
