
Jennifer Miller, NIGP-CPP, CPPO, CPPB
Director- Procurement
Jennifer Miller is director of procurement, where she leads procurement and contracting in support of airport operations, capital development and strategic initiatives. With more than 20 years of experience in both the public and private sectors, Miller brings a results-driven approach to sourcing, compliance and vendor engagement.
Before joining the airport, she served 11 years as director of procurement for the city of Salisbury, Maryland. Her work there included strengthening internal controls through policy development, implementing digital tools and e-procurement systems to improve transparency and efficiency, and launching a successful purchasing card program that enhanced spend visibility and operational agility. A strong advocate for workforce development, she has mentored early-career professionals and led internship programs to prepare the next generation of procurement leaders.
Miller holds a Bachelor of Science in Business Administration from Elizabethtown College and Psychology of Leadership certificate from the Cornell SC Johnson College of Business. She is an NIGP Certified Procurement Professional (NIGP-CPP), Certified Public Procurement Officer (CPPO) and Certified Professional Public Buyer (CPPB). She is also an active member of the National Institute of Governmental Purchasing (NIGP), the Institute for Public Procurement, the Airport Purchasing Group (APG), the Airport Minority Advisory Council (AMAC) and the American Association of Airport Executives (AAAE).
