Jill Floyd

COMMISSIONER 

Jill Floyd serves as State Director for USDA Rural Development.  

Floyd’s experience also encompasses a wide range of construction and manufacturing. She previously served as project manager and director of community outreach for CDI Contractors, where she managed commercial construction and led initiatives to develop young women’s interests in science, technology, engineering and math. Floyd has served as an operations manager and chief facilities officer for religious and educational institutions, an engineer and core buyer for Ford Motor Company and operations manager for Cummins Engine Company.

Floyd earned a Master of Business Administration and a Master of Science in Engineering from Penn State University.  She holds a Bachelor of Science in Chemical Engineering from the University of Oklahoma.

Commissioner Floyd is a member of the Women’s Foundation of Arkansas and the U.S. Green Building Council Arkansas Market Leadership Advisory Board.  She created a nonprofit focused on financial literacy, has tutored middle and high school girls in algebra and geometry and provided training programs for new business owners. Floyd also strives to increase opportunities for minority and women-owned subcontractors.
